Replace "councils" with more inclusive terminology like "local government" and "organisations" to better represent the full range of local government bodies (councils, unitary authorities, combined authorities, etc.). Key changes: - Homepage title and messaging - Navigation and site configuration - Get started journey descriptions - Quiz and scenario pages - About page - Contact and success stories - Various components (forms, banners, guidance)
