I get an issue with tooltip text with this branch. Seems like it's off by a fraction of a pixel or something? I'm running on 1.25 scale just fyi.

Rewrite RoundedCornersEffect to not use Clutter.ShaderEffect as it's pretty bugged. Instead it follows the same pattern as BackgroundBlurEffect which fixes the strange offsets I had to do in #2463.
