docs: decide GraphTrail and MiseLedger release ownership

Summary

• Adds a decision-ready RFC for issue Decision: Consolidate GraphTrail, MiseLedger, and agent-notify into Brigade #352 with full consolidation, federation, and an asymmetric option.
• Inventories current engine storage, MCP contracts, Brigade seams, operator migration exposure, and the unified release train.
• Recommends full consolidation, states the two strongest counterarguments, and names the measured condition that would switch the recommendation to federated GraphTrail.

Scope

Documentation only. This PR does not implement a migration, unarchive or archive repositories, rename tools, change data, or file follow-up issues. It remains draft until the operator answers the decision checklist.
