This PR integrates PlanktoScope/device-portal#175 and PlanktoScope/device-portal#176 via PlanktoScope/device-pkgs#18 via PlanktoScope/pallet-standard#50. This PR also integrates PlanktoScope/device-backend#50 via PlanktoScope/device-pkgs#17 via PlanktoScope/pallet-standard#40 ; thus, this PR fixes #114.
Finally, this PR bumps the version number of the docs and changelog as part of the release checklist for v2024.0.0-beta.3.
