We could consider making the release team the code owner on EOL branches, but I think it's equivalent to just not have an owner and handle the very rare odd PR manually. |

Left the file in place but empty to make it clear why the file is empty and not simply missing
When this has been approved I will backport to all the 4.x versions as well as EOL 3.x versions
