Description of change
Refactors the default PR template to point to multiple possible PR templates.
As it is not possible to select the PR template through the github UI, links are provided in the default template that load the different types of PR templates on request.
The suggested way of working:

After having this PR merged, teams are free to add their own specific PR templates following the structure laid out in this PR.
