Complete Japanese translation for keepDependencies help file

This PR completes the Japanese translation of help file for the keepDependencies option.

Testing done

The help file was reviewed to ensure that the Japanese translation is complete and accurately represents the content in the English version. The translation replaces the TODO comment with proper Japanese text, matching the context of the original English text.

Although there is no problem without making any corrections, I made some slight modifications to make the expression more natural from a native speaker's perspective.

Before:
L7: JenkinsでこのジョブがJenkins上の他のジョブに依存していて、時々ワークスペースにタグ付けする必要がある場合、
L8: Jenkins上の依存関係にもタグ付けすると便利であり、必要になることがあります。

After:
L7: ジョブがJenkins上の他のジョブに依存しており、ワークスペースにタグ付けする必要がある場合、
L8: Jenkins上の依存関係に対してもタグ付けすると便利であり、また必要になることがあります。

L9: 問題は、ログローテーションがこれを妨げる可能性があることです。

Before:
L10: プロジェクトが使用しているビルドが（依存関係に多くのビルドがある場合）既にログローテーションにより削除されていると、
L11: 依存関係に対して確実にタグ付けができなくなります。

After:
