Added 41 GeV configuration that uses the Yellow 11 o'clock arc

Tune and chromaticity are not set
6 o'clock IP settings are for the 41 GeV high-divergence configuration from the CDR
8 o'clock IP settings are just scaled from the 275 GeV values
