Bump VPA version in main branch and change release process

What this PR does / why we need it:

• Bump VPA version in main branch.
• Change release instructions to bump release version in main branch immediately after cutting a new release. This ensures new development is happening against the new version and allows things like feature flags to work properly (see VPA: Introduce VPA feature gates, add InPlaceOrRecreate feature gate #7932 as an example).
