Merge origin/main into startup-arm-force-idle

Resolve README.md conflict by taking the slimmed README from PR #22; our
force_idle() note there is redundant, since it is covered in docs/09, docs/05,
and docs/17. docs/05_ela_core.md auto-merged (startup-arm callout plus the
canonical-table link).
