Update dependencies to allow Solana v2 and v3 integrations. Dependent crates that still use Solana v2 should not be affected by this change. This change also updates Cargo.lock to use Solana v3 dependencies when building these programs. Please review the lock file carefully. Companion PR to test program integrations: malbeclabs/doublezero-offchain#219. Closes malbeclabs/doublezero#2329.
