Summary
Provides initial tooling for developing and testing #146.
Warning
This is currently experimental. The passing criteria for this branch is currently that the minikube setup works, which is validated in CI by opening the nix shell.
Helm charts are noticeable simple as more information under #146 will help to determine specific use cases for which we must account.
