Some minor issues have been fixed

What's Changed

• clean out extraneous files by @eeholmes in #8
• add GH_TOKEN to tinytex install in render-and-publish GA so that do not get 403 error when GitHub API rate limit is hit
• change to biblatex for references so that empty references does not cause a weird LaTeX error that is hard for users to debug

Beta release

Basically works to have a title page that looks somewhat similar to a NOAA tech report
