Add support for jazzy [1/2]

Description

The purpose of this PR is to add the corresponding debian files for Jazzy:

• the version of the deb packages for Jazzy are 2.3.1noble ( in line with the format in Humble)
• remove \ from rules files

[IMPORTANT] The code here will not build for Jazzy. Since the changes required are quite big, I've decided to split them into two PRs. This is [1/2]
