…ation npm dist-tag beta now serves 0.44.0-beta.2 for all five packages (published during the beta.2 release lane). release-state records the landed train; VERSION_PLAN records the amended patch-checkpoint topology (beta.2.1 -> beta.2.2 -> beta.2.3 -> beta.3, ADR-0151 amendment 2026-09-05); the roadmap timeline gains the patch-checkpoint entry (en/zh) while the machine-maintained CURRENT anchor stays on beta.2. Part of #1288 / #1320.

The release lane's regenerate-content-graph step never ran (publish paused at the consumer smoke), so the truth-sync commit left the derived Content Graph stale and content-graph:check failed in the attempt-3 promotion run. Regenerated: 281 entries, byte-identical on check. Part of #1288.
