Stable 0.41.0 version plan per ADR-0119: scoped interface freeze (defineElement/definePage/buildApp + defineApp static/SPA semantics frozen; request-time semantics explicitly unfrozen), #390 pilot requirement retired by maintainer decision after zero recruitment (#390 closed with ADR reference), #37 text refresh scoped, aggregate alpha-line migration guide, seven-day P0 watch as RC-soak replacement. Docs-only; docs:truth and workflow:check green locally.
