resources: smoother bind view holding (fixes #13005)

Explicitly handles TAGS_PAYLOAD in ResourcesAdapter.onBindViewHolder to efficiently update the tag-cloud using displayTagCloud without triggering a full row rebind. Reduces overhead when only tags are modified.
