The correct cadence is to merge http://github.com/open-telemetry/opentelemetry-collector/pull/15517 first, then run https://github.com/open-telemetry/opentelemetry-collector-contrib/actions/workflows/update-otel.yaml, then incorporate this commit in the resulting PR
