WIP:SPLAT-2913: Set up FBC branch structure for vcf-migration-operator

Replace operator build artifacts with File-Based Catalog structure:

• Add skeleton catalog.yaml for each OCP version (v4.18-v4.22, v5.0) using catalog.yaml naming per Konflux/IIB requirements
• Add parameterized FBC Dockerfile with OPM serve entrypoint
• Add Tekton push/pull-request pipelines for each version
• Add licenses/ directory for container image compliance
• Replace operator Makefile with FBC-specific targets
• Remove operator-specific files
