Penalty for boarding/alighting area stops in flex routing

Summary

This implements an approximation for the business rules requested in #7187: it introduces costs for boarding and alighting area stops during flex routing, making fixed stops more desirable.

This is useful if there are pick up points near on inside area stops that you would like to see preferred over the zone.
