Sync merge: brings 8.4 history into 9.7 ancestry. All 8.4 changes are already present in 9.7 via their per-branch PRs (#1782, #1786, #1789) - verified zero content delta (the merge changes no lines). After this lands, 8.4-based merges into 9.7 stop re-listing old 8.4 commits.
