Stack from ghstack (oldest at bottom):

Create tensordict/dtensor.py as a stable public module re-exporting
the core types and functions from tensordict._dtensor under
non-underscore names:

  • ShardSpec, ChunkTransfer, TransferPlan
  • compute_transfer_plan, compute_local_slices, compute_all_local_slices
  • ShardingDescriptor, execute_transfer_plan
  • Slice arithmetic helpers
