Stack from ghstack (oldest at bottom):

Implement ParameterPlan and ModelTransferPlan classes for precomputed
model-level weight transfers between differently-sharded meshes:

  • ModelTransferPlan.build() computes per-parameter transfer plans from
    ShardingDescriptors, with optional name mapping, per-parameter
    transforms, and automatic strategy selection (optimal/materialize/
    direct_copy).
  • ModelTransferPlan.execute() runs all parameter transfers via P2P.
  • Batching groups small parameters within a buffer_size limit.
  • summary(), total_bytes, per_rank_bytes for debugging and profiling.

Also re-exports ModelTransferPlan and ParameterPlan from the public
tensordict.dtensor module.
