internal: Enable jemalloc for Linux glibc releases

• x86_64-pc-windows-msvc is currently excluded by https://github.com/rust-lang/rust-analyzer/blob/master/crates/rust-analyzer/Cargo.toml#L86
• i686-pc-windows-msvc seems to be excluded in the same way, but actually fails to build:
