Moves duplicated hybrid gateway service deployment settings into a single shared overlay at configs/overlays/hybrid/common/services/gateway.yaml.

mainnet, sepolia-alpha, and sepolia-integration gateway.yaml files now only include that common file, matching how other hybrid services (e.g. committer, l1) are structured. Intended behavior is unchanged; this is consolidation only.
