About The Pull Request
Fixes sticky weed not applying slowdown as expected.
Removed a now redundant element.
Fixes sticky applying to mobs in certain cases it shouldn't.
So the xeno speedup element just entirely conflicted with sticky slowdown for god knows how many years, and it was only (partially) snowflake bandaided all this time.
Removed the element and just baked in a generic proc for cross behavior.
