About The Pull Request

PR is ready to go, but relies on the barricade PR, so draft for now.

Adds the RFD, a tool that allows engineers to deconstruct fortifications (i.e. barricades and razorwire) faster and more conveniently.

Single click and channel to decon, with any dropped mats stored on the player in the same way as trying to quick equip them (i.e. into open storage if possible, then goes through the normal list of storage slot defines). If they can't be stored they drop on the floor as normal.

This doesn't change decon material mechanics at all, so you don't get any more or less mats by deconning with the RFD vs normal tools. This is purely a speed and QOL advantage.

Currently this is a 10 point engineering vendor purchase, and is a normal sized item. This is highly subject to change, as I'm not sure how powerful this will be in practice.

Why It's Good For The Game

Makes it easier for engineers to pack down fortifications when leaving an area, potentially saving large amounts of mats that otherwise frequently are just abandoned.

Significantly quicker to use a single tool instead of rotating between three tools as well as having to pick up loads of different stacks, especially when under xeno threat.
