Expand PR checks to include checking against academy repo

Summary/Motivation:

Add a workflow to waterTAP where we clone the academy-repo and test the notebooks to test incoming changes on watertap main would break academy-repo functionality

Changes proposed in this PR:

• Adds steps to notebook checks:
• checks out academy repo
• run make notebooks within this set of tests
