Summary
I've tried this with both MP4s and Scenes. When the computer sleeps due to either inactivity or lid close (even if you're fast enough to undo it from mouse activity), instead of pausing and resuming, it completely resets the wallpaper as if you freshly selected it. I have not seen any option to configure this behavior in the Waywallen UI
Reproduction
Select your desired wallpaper
Enjoy it for as long as you wish, and wait for your PC to attempt to sleep from inactivity.
Once your PC attempts to sleep, whether you wake it quickly or let it sleep first, the wallpaper will return to the beginning as if it had just been applied.
Renderer
Scene wallpaper
Run mode
Waywallen plugin
Workshop item
Any MP4 and Scene type. Possibly more.
Install source
