[Bug]: Bitrare extremely low

Summary

When selecting this wallpaper https://steamcommunity.com/sharedfiles/filedetails/?id=2764148811 , I see a lot of artifacts from a low bitrate. I think it might only happen at the end of this particular video:
Normal:

After a few seconds:

It's a video wallpaper.

Reproduction

1. Open waywallen and apply wallpaper
2. Wallpaper looks fine at start but after a few seconds, the bitrate lowers and I can see a lot of artifacts
