Part of WOOMOB-1100

Description

This PR adds the Yosemite layer component, POSCatalogSettingsService, that provides access to local catalog statistics and sync information.

This is a prerequisite of the use case #16144, which enables merchants to view:

  • Local catalog size (products and variations count)
  • Last incremental sync date
  • Last full sync date

Steps to reproduce

This PR does not include the use case, just CI is sufficient. Feel free to review/test it with #16144 if you prefer.

Testing information

I tested the use case in #16144.

  • I have considered if this change warrants user-facing release notes and have added them to RELEASE-NOTES.txt if necessary.
