[cscore] Need libcamera support

Newer versions of Raspberry Pi use libcamera to access MIPI cameras.  While there is a basic v4l2 compatibility layer, it has many bugs and issues that make it very unreliable / hard to use for users.  Adding native support for libcamera to cscore should fix these issues and make MIPI cameras easy to use again.
