Report usage reporting unconditionally for Pneumatics and Power modules

It'd probably be helpful for 2027 to have better usage reporting numbers around the PDP, PDH, PCM and PH. Currently the usage reporting for those 4 are only triggered if a user explicitly instantiates those objects. However, we should be able to fairly easily get reporting if any of those are detected at all on the bus.

Aren't PCM/PH objects initialized by any solenoid objects? If so, I'm not sure we care about catching pointless PH/PCM usage without solenoids.

For those, I don't think the usage reporting is currently working at all. So that needs to be added. Kind of a catch all basically to make sure reporting for all 4 works.
