Make sure you enabled the video download globally
You also have the following options
Only admin can download files
The content owner will decide if wants to allow download or not (Globally)
The content owner will decide if wants to allow download or not, but he MUST select each video that he wants to allow to download, you can choose it when you edit a video
The idea of the HLS is to not allow download, but if you want to allow it you will need to self-host the HLS videos and you will need FFMPEG installed on the Streamer server
