fix(ci): avoid self-cancel in cancel-previous-workflows

Description

This fixes the cancel-previous-workflows CI job canceling its own in-progress run on pull requests such as:

• feat(planning_data_analyzer): add open-loop drivable area compliance metric #381

Root cause:

• the workflow uses styfle/cancel-workflow-action@0.12.1
• it sets workflow_id: all
• and it also sets all_but_latest: true

With that combination, the action is allowed to cancel the current workflow run as part of the "keep only the latest run" behavior, which causes the workflow to terminate itself.

This change removes all_but_latest: true so the workflow still cancels previous runs, but does not self-cancel the currently running cleanup workflow.

Testing

• reviewed the current workflow behavior against the failing run log from PR feat(planning_data_analyzer): add open-loop drivable area compliance metric #381
• confirmed the fix is a minimal one-line change to the workflow configuration

Notes

• this workflow is marked as synced from autowarefoundation/sync-file-templates
• this PR fixes the issue in autoware_tools, but the template source may also need the same update if this behavior should be corrected everywhere
