Added new tests for mubi and few other directed tests (ecc threshold, internal state)

1. updated run_regression_test.sh to support directory name for same test with different NAME (provided by by user for RESULTS_DIR). This is to support mubi tests which reuses dclp_error_ctrl but with different configuration (I.e WIDTH/TRUE/FALSE values)
2. Created several new tests: dcls_ecc_asymmetric/dcls_internal_state/ecc_threshold_test). Added what is passing so far in dcls.yml file
3. Created new yml file: test-regression-dcls_mubi.yml - will include all mubi tests meant to run in nightly regression (not in CI.yml)
4. updated tb_top.sv to support fix for VCS Simulation: DCLS Lockstep Mismatch Detection Permanently Disabled at Startup by Debug Boot Sequence (tb_top.sv issue) #475
5. Updated tools/Makefile to support TB_EXTRA_ARG for timeout increase
