feat: add a web-page to parse an NCBI assembly report

TODO (for this PR or later):

• the ability to select the sequencing roles in a particular order (for sorting)
• additional assembly reports (or bring your own?)
• Add the AS field to the output sequence dictionary (infer from file name of the report, or it's own input text box?)
• make the layout, tables, etc much prettier and user friendly
