Enables branch-type startup by setting IsRestart to true only for continue run types.

Updates CMEPS to latest upstream.

Brings in changes to ccpp-physics that allow ihr to be non-mulitples of 6, fixing an issue found in testing for GFS V17.

Thanks! We'd also like to combine in Brian's high priority PR #3036 if possible. It is also non-baseline-changing. We will likely proceed with the merge process for your #3016 today around 2pm ET with or without a solution to the MAPL issue from @AlexanderRichert-NOAA . Since testing for this PR likely won't finish until next Monday, that gives him more time to work on a solution for the MAPL issue.
