Proposal: add @ujinf74 as a maintainer of autoware_carla_interface

Description

Following @hakuturu583's suggestion, I am opening this issue to discuss adding me (@ujinf74) as a maintainer of autoware_carla_interface. I have been contributing regularly to the package through bug fixes, new functionality, live CARLA validation, and reviews.

Recent merged contributions include:

• Fixing dropped frames when the publish rate matches the sensor rate (#13149)

• Making IMU and GNSS noise configurable (#13154)

• Adding mono8 camera output (#13151) and bgr8 camera output (#13411)

• Setting the CARLA capture rate from a sensor mapping (#13407) - Stamping sensor measurements with their capture frame (#13408) I am also working on physics substep behavior (#13406) and connecting to an ego vehicle spawned by another client (#13410).

• These PRs are still open.

Purpose

To formalize the maintenance role I have been gradually taking on and to continue helping with reviews, issue triage, maintenance, and development of autoware_carla_interface.

Possible approaches

If the current maintainers agree, add me to the maintainer list in simulator/autoware_carla_interface/package.xml.
The CODEOWNERS entry can then be updated through the existing automatic workflow. ### Definition of done - Current maintainers agree on adding me as a package maintainer. - A PR adding my name and email to package.xml is merged. - The corresponding CODEOWNERS entry is updated.

@ujinf74 responds very quickly, which I really appreciate.
