Description
Several PRs already ported functions from
autoware_lanelet2_extensiontoautoware_lanelet2_utils.During the porting process, some header and depends are not removed after replacing usage.
This PR cleans it.
Note: This PR will later separated in small PRs. This PR is for testing in Evaluator.
