PRs and issues

• Many Kokkos Comm issues resolved over the past couple of weeks

• Cédric and Gabriel working through approvals of Carl's many PRs

  • Has branch with a spack environment setup that can be helpful, for example, for CI builds

  • Expects to review and merge headers PR soon
